450 g (1 lb) ground beef (85% lean)
2 tbsp olive oil
2 small onions (or 1 medium), finely chopped
1 sweet red pepper (Romano or bell pepper), chopped
¾ tsp salt
Pinch of black pepper
1 tsp paprika
½ tsp pul biber (red pepper flakes)
1 tbsp tomato paste
4 eggs
Parsley, for garnish
